Switzerland Approves New Article Of Federal Constitution On Immigration

Federal council of Switzerland has provided consent to the concept for carrying out the new article of the Federal Constitution in relation to immigration. The essence of the concept is regarding how the Federal Council will apply limits and quotas for managing migration to Switzerland starting February 2017.

Federal council’s decision will depend on the needs reported by cantons as well as studies of advisory committee. Besides, Federal council will also seek the advice from social partners.

All categories of permits valid for four months or greater will be subjected to quotas. The significance will be given to people already residing in Switzerland when any kind of permit liable for a quota is issued. Besides, cross border commuters will also be liable for a quota.

The concept was drafted by The Federal Department of Justice and Police (FDJP) with the advice of Department of Economic Affairs, Education and Research (EAER) and Department of Foreign Affairs (FDFA).

Federal Office for Migration (FOM) has arranged a panel of experts, who have discussed about the questions and principles with regards to implementation of the concept, which will not be restricted to review of immigration rules but recognizes other goals pertaining to foreign and domestic policy. The council intends to continue and extend Switzerland's close relationships with European Union and its member states.

Draft act for consultation will be prepared by FDJP depending on important aspects of the concept, which is expected to be ready by the end of 2014.
