Possess a Degree or a higher qualification from a Listed University
Be a current or former holder of selected skilled migrant visas.

You are allowed 1 year to look for a job and upon expiry; you will need to depart from the country. You can make multiple trips to Singapore during this one year.
With the EPEC you are not allowed to work, but only look for work. However as soon as you have finished interviewing with an employer and if you are offered a job, you will easily get an Employment pass which will allow you to work and bring your spouse and dependents to live with you in Singapore.

Also, you are allowed to get an EPEC only once and it cannot be renewed.
