Yes. There are essentially two types of job offers that a Canadian employer can make:

    * A temporary job offer is an offer of Canadian employment that is made for a specific period of time – 6 months, 1 year, etc… You can only begin working, in most cases, after you receive a Temporary Work Permit.

    * A permanent job offer is an offer of Canadian employment that is made for an indeterminate period of time. You can only begin working after you receive your Canada Immigration Visa.

A visa-exempt foreign national is a person who is not a Canadian citizen or a permanent resident, and who does not normally need a visa to enter Canada.

Visa-exempt outside nationals is relied upon to have an Electronic Travel Authorization (eTA) to travel to or travel through Canada. Special cases incorporate U.S. natives and travellers with a substantial Canadian visa. Canadian subjects, including double nationals, and Canadian perpetual inhabitants can't make a difference for an eTA.

Note: Until September 29, 2016, voyagers who don't have an eTA can get onto their flight, the length of they have suitable travel records, for example, a substantial visa. Amid this tolerance period, fringe administrations officers can let voyagers touching base without an eTA into the nation, the length of they meet alternate necessities to enter Canada.
