Does anybody have insight into whether CIC can allow individuals who do not Legal Passports Spousal Travel Documents?

My wife is stuck in Eritrea (repression) and the Government is not going to issue her a passport (Told to wait -7 years). My question is if I pay a smuggler for my wife to flee the state will the CIC help in expediting a travel document?
