60 Points Including State Sponsorship Sufficient to log EOI?

Hi,
To introduce, my name is David. I've applied for Subclass 190 State Nominated and below is my points -

Age:30 points
Qualification:15 points 
Work experience:10 points
State Sponsorship : 5 Points
Total: 60 Points

My question is though I score IELTS band of 6 in each and don't get points, can I still log EOI without any hassle?
