You can either be in overseas or in  Australia for applying Skilled Regional Provisional Visa provided, you are nominated by a state or sponsored from a known one.

Here are the requirements:

•   Score at least 60 point’s in the assessment.
•   Must Hold a apt skills assessment for that occupation
•   Submit an Expression of Interest and be nominated or sponsored
•   Enclose an occupation that is on the relevant skilled occupation list
•   You have to be below 50 years of age when the invitation is issued
•   Meet English language requirements (IELTS, TOEFL iBT and PTE Academic tests are acknowledged)

While I was receiving my Visa, I been granted a new passport. What do I do now?

This long can be ignored provided you been into a long term relationship with your partner for at least 2 or 3 years.   
For your kind information these 3 years relationship is measured right from the day you committed to be in relation or marry, is not measured or assesses your first met time.
However, the official will measure or assess the documents you submitted for waiver of two years period. Once it is passed; you are approved for provisional subclass 309 visa, after that you will be granted subclass 100 visa provided, if you meet the relationship requirements and other lawful criteria.
