Big No! Quebec has a different contract with the administration of Canada, which lets the region to choose persons who point to a wish to reside in that county.  The Quebec management is the only regional government with the power to decide the assortment of persons outer of the Provincial Nomination Program. Quebec has its individual Immigration assortment Criteria.
