Questions on Quebec Entrepreneur Program

I've received my CSQ from Quebec provincial since October 2014 and the application to Federal is November 2014. No matter the file amount has not been received by me until now but immigration fee by CIC is deducted on March 2015.

With my friend saying they've passed interview, taking CSQ and get file number after 3-4 months.

Later, now just spend no more than absolutely 8-13 months to complete criminal test and ME and eventually landed to Canada Quebec. Therefore, I would like to enquiry frequently the procedure time spend after the CSQ/file number problem?

I applied for Quebec entrepreneur system in June 2014 no response I send them fax about processing time they answered that my file is not going to be processed until waiting for 2016.
