How do I meet the criteria for a work permit to work?

I would like to work by means of EU Blue card. Is it possible to me to meet the require criteria for work permit to work. What are the best possible ways.

Need to get an offer letter from the employer of the specified country you want to go, and should meet the minimum salary threshold of 43,000 Euros per annum.
