Would i be able to approach to just be considered for one of the programs under Express Entry .

Sure, it depends on your education and experience...
the Federal Skilled Worker Program, is for skilled professionals such as software engineers, physicians skilled workers with specialiazation in different fields. 
the Federal Skilled Trades Program, for skilled workers under various domains in different service industries.
the Canadian Experience Class, this exclusively for the people who have Canadian work experience.

You can apply under any one of the above category.

Does Express Entry Program changes the requirements under the Canada Immigration Programs?

As of now there are no major changes to the Canada Express Entry Scheme. But, it is the provinces prerogative to take part in the Express Entry Scheme. Some province do not take part in the Express Entry, if they don't require. However, all the provinces of the Canada have immense requirement for the workforce.

What happens if the individual data proclaimed by a potential hopeful going into the pool ends up being false?
