Canada provinces have their own provincial nominee programs. They recruit international workers based on their local labor market needs.

My suggestion is that apply for the Job in any of the Province directly. With that Job offer you can apply for Express Entry Scheme for Permanent Residence.

Among all the provinces Quebec has some special requirements, French proficiency is required to settle in Canada.

CRS is a comprehensive ranking system, The candidates who in the pool of Express Entry are awarded ranks based on the skills, language capability, Experience and other attributes. The applicants with highest score will be invited for PRs.

Role of the employer is crucial in Canada Express Entry system.

They will have access to all the profiles of Express Entry pool.
They need not pay LMIA fee for selecting the candidates through the Express Entry.
The job offer of the applicant must be supported by the positive LMIA.

Job offer is mandatory as it is a economic immigration, if you don't have Job offer, register yourself with the Canada Job bank it is the wonderful platform to promote yourself to the Canada Employers.
