The last two draws have seen very low number of Express Entry draws? What could be the reason?

Canada Express Entry is unpredictable, but Canada as part of the immigration plan for 2016 will invite 300 000 immigrants. Canada requires good number of professionals. Be optimistic a two month low intake would not make up the whole intake. In 2015 only Canada Express Entry Scheme invited over 31,000 skilled professionals.

I am a software professional with four years of experience, can apply for the express entry? I am from Singapore am I eligible?
