You have to get Canadian Language Board level 7 or upper. For IELTS, in the Writing group, that matches up to a score of 6 or top.
Federal Skilled Worker Program.

You have to meet up the minimum level of Canadian Language Benchmark (CLB) 7 in English or (NCLC) 7 in French for your initial official language in all four language capabilities.

Certainly, you have to prove you have enough language skills in both English and French.  The IELTS test is the generally common way to confirm this; there are other tests that are also adequate.

To Be Open: There is no recommendation for people from English or French speaking country, so all you need is to give a language ability test which is IELTS, CELPIP, and TEF.

IELTS is a worldwide standardised test of English language ability, is not belongs to the region. As it is equally governed by the British Council, IDP: IELTS Australia and Cambridge English Language Test, and was time-honoured in 1989. IELTS is one of the most important English-language tests in the world, while other individual being the TOEFL, TOEIC and OPI/OPIc.

For Your Kind Information: There are mainly two sides of IELTS:

•   Academic Version
•   Training Version
However, IELTS offers individual test called IELTS Life Skills.

What for IELTS?

Why I should enrol? Is it compulsory? Yes!! One has to enrol this test for pursing higher education such as Master, Doctor Etc...
So, in order to study they have to practice English to survive in the English speaking country.
