Certainly, you can do. To apply for HKSAR Passport firstly you are required to carry to show all your Travel Document Number, date of birth of your child, at which hospital he/she born so, all these record must match.

To apply for Hong Kong Passport: Make an appointment for Birth Certificate at least before 1 hour ahead of taking appointment for submitting the application for HKSAR passport.
