Can we called or consider Family Reunification as Family Immigration?

Is there any other best procedure left for Austria Family Reunification?

For Swizz or EEA Nationals: To settle or live in Austria for a period of six months or more, family members are required to apply for a Residence Title. This is to ensure that the issued visa shall not be treated as Permanent residence however; it is for only 6 months duration.
