Quebec PNP: Announces Information About Latest Arrima Draw

Quebec province’s immigration ministry has announced 23 invitations to apply in the most recent selection round for candidates who have provided applications below Quebec province’s Regular Skilled Worker Program.

The Ministry of Francization, Immigration, and Integration (MIFI) conducted the draw by its Arrima portal on 16 January 2020. Applicants are selected in the most recent invitation round were among the group of 16,000 pending applications that were discontinued in the Quebec immigration changes of June 2019, also recognized as Bill 9.

An earlier statement by the Quebec Government said that invitation rounds for prioritized applicants were to take place until 16 January 2020, which indicates that this is likely the last invitation round for those who have been impacted by Bill 9.

To be invited, applicants required to have filed an EOI (expression of interest) with MIFI prior to 17 December 2019. They also required to be either a Quebec temporary resident when they applied, or hold a study permit or work permit in the province at that point of time.

To immigrate to Quebec below the Regular Skilled Worker Program, applicants must first present an EOI (Expression of Interest) by the Arrima portal. MIFI will then evaluate the bank of profiles and announce invitations to those applicants who satisfy special guidelines based on the labor market requirements of Quebec.

Quebec Arrima System

In 2018, Arrima system was launched to manage the bank of applicants for the Regular Skilled Worker Program. This program was earlier based on the first-come and first-served approach but has an e-system for accepting applications.

Quebec province’s EOI system regulates the candidates' profiles who are applying for the Quebec's Selection Certificate (CSQ). A CSQ is needed for individuals to apply for Canada PR by Quebec’s Regular Skilled Worker Program.

Candidates need to create their EOI profile in the Arrima and are then placed in a candidate pool and then ranked. MIFI announces invitations to apply for a CSQ depends on a candidate's score and several parameters such as the province’s labor market requirements.

These invitations will allow selected applicants to apply for a CSQ within a median period of six months. Those who obtain a CSQ can then apply for Canada PR with federal immigration ministry, which checks the admissibility of medical and criminal.
