Canada Aims To Welcome 280,000 Permanent Residents This Year

The Express entry is designed to attract more high skilled workers to Canada. It rewards people having particular skills and it catapults’ those having job offers to the top of the pool from which govt invites the application for the permanent residency.

This scheme has acted as one of the strongest magnets for the immigrants in the recent decades, this nation has the second highest proportion of the foreign born residents after Australia. But the conservative govt has decided it needed to retool its immigration system to import workers with skills better tailored to the economy.

The Canadian system from the beginning has been sclerotic as the US system said Papademetriou.  Maple leaf nation would most probably reap benefits from these changes.

Chris Alexander, immigration Minister, says Express entry is the biggest watershed in the Canadian immigration, since Ottawa has introduced the old system in the 1970’s. Canada has already invited 10,000 people to become Permanent residents under the scheme which was  launched during January and would completely replace the old system next year.

It take a passive, as well as paper driven first in line system and replaces it with a proactive , recruitment driven pool of talented people from which we invite those who score highest to apply, said Mr Alexander, adding that it has helped in increasing the caliber of immigrants by the major increment.

Canada Express Entry appears to be changing the geographical background of the immigrants. While  nations such as India, China and Philippines do remain the big source, they have been joined in the top 10 by Britain, Ireland and Germany.   Mr Alexander has also said that this system which very similar to the programmes introduced in New Zealand and Australia, would help Canada to draw talent at a time when US is seen as less friendly to the immigrants.

The United States allows nearing to 85,000 high skilled workers to obtain H-1b Visas each year, a figure which falls short of demand. While the companies such as Facebook to Intel desire the govt increase the cap, the Congress has failed to move on the issue, which is controversial because of the implications for US jobs.

Express entry differs from the old system in numerous ways. Canada will no longer process the applications on first come and first serve basis. Instead it would send the invitations to the applications on the rolling basis over the year from people in the pool of the  eligible applicants who have achieved a specific score. Mr papdemetriou says  that the key difference is that it places the employer front and centre which the earlier system had been reluctant to do as those with job offers will be automatically given preference.  This system will be fully digital, meaning application can be process much more quickly.

Express entry has been mostly welcomed by the business community. Canada aims to welcome 280,000 permanent residents this year, with two thirds expected to be economic immigrants. Given that scale, Express entry is seen as a huge jobs bank containing the details about potential workers, including their languages, any police records and work history.

Richard Kurland has mentioned that this particular scheme is probably the biggest human capital matchmaking system ever designed by any immigration lawyer. He also specified, that this wizard of OZ system also lacks transparency because it not entirely clear as to how the present government is taking its final decision on the applicants.
