In this case: You are required to show 2 years residence proof for applying Permanent Resident visa for the next five years. So, to qualify for RRV you have to show bona fide application to your immigration officer as evidence that you are a residence of Australia.

For you information:  You need to secure some amount of points for certain categories of visa applications. For example: Points for General Skilled Migration visa is 60 points so that you can qualify for Australia Immigration.
