The legislative instrument lists the Territory or State through postcodes by which we can know what are the major cities, Cities & major regional centers, and Regional centers & other regional areas.

This instrument also incorporates many definitions in the regulations containing what is a regional Australia, which includes both Cities & major regional centers, and Regional centers & other regional areas, for applications produced from 16 Nov 2019 for:

• Regional Sponsored Migration (Subclass 187) Scheme nominations below the stream of Temporary Residence Transition for those who are qualified;
• Skilled Employer Sponsored (Subclass 494) Regional (Provisional) nominations;
• Territory or State-Sponsored (Subclass 892) Business Owner visas; and
• Business Innovation and Investment (Subclass 888) (Permanent) visas beneath the Business Innovation stream.

Impact of New Regional Postcodes

Where this postcodes list will have the biggest impact on the definition of designated regional area for GSM (General Skilled Migration) visas and especially subclass 491 visas. This is because it will influence:

• The points scored for studying in an Australian regional area. This will appeal whether the GSM visa was produced prior to or after 16 Nov 2019;
• Where a qualified relative must be normally resident to sponsor for a subclass 491 visa. Before sponsors needed to reside in a Designated Area, which involved Melbourne. This opportunity has now closed, as it was anticipated higher than 6 months ago;
