The Liberal Party made several promises on immigration in the October election, lined up in Justin Trudeau’s mandate letter to Immigration Minister, Mendicino.
Immigration Minister must also be preparing his initial plan on immigration levels to submit to parliament.
1. Creation of a Latest Municipal Nominee Program: The Liberals have introduced that a latest Municipal Nominee Program to support smaller communities which are struggling with aging populations and contracting labour forces. The MNP would run alongside the current Provincial Nominee Program, with a minimum allotment of 5,000 places per year.
2. Abolishing the Application Fee for Canadian Citizenship: Canadian Prime Minister's proposal to remove the $630 application fee for citizenship as it is estimated to cost taxpayers $100 million per each year. The fee was significantly grown below the prior Conservative government and has been criticized for a decreased rate of permanent residents to become Canadian citizens.
3. Making the Atlantic Immigration Pilot as Permanent Program: The Atlantic Immigration Pilot is launched by the Liberals intended to bring more newcomers the regions struggling with aging populations and contracting labor markets. Initially started as a pilot, the Liberals announce that they will make it permanent.
4. Continued the immigration level increases: Given the consensus previously mentioned within Canadian main parties, a continuation of controlled immigration increases below the Liberals can be anticipated. The 2018 plan of immigration levels saw numbers assumed to rise to 350,000 immigrants per year by 2021.
Stakeholders should anticipate a higher number of Invitations in the Express Entry during 2020. Canada’s re-elected Liberal government did not signal any intentional changes either before or after the election in October.
Prior modifications to the CRS have been tabled well in progress, making further modifications in 2020 more unlikely. One potential change that would influence Express Entry is the initiation of a Municipal Nominee Program. It may be possible that the new program could be connected to the Federal Express Entry.
