A study conducted by some experts in Russia avers that taking into account the data from the ministry of labor of the Russia, particularly which for all the authorized migrant applications in 2010, shows that some workers are being employed for high-end work. But, according to the same study, i.e. from the evidence of the study it can still be gathered, that the maximum number of migrant employees belong to the low-end category i.e. low-skilled or unskilled. This, the authors asserts is because of the low levels of innovation and thus the lesser demand for high-skilled and high-end jobs.
According to the study, migration policy is still a matter of high importance for the Russian government and its economic policy. The study adds that this is so because of the demand for hi-end labour which in itself is/was caused by the low and skewed demographic patterns in the last few decades and the easy availability of the same from the neighboring countries. Bur the authors in the study state that it is not clear from plain observations what the skill structure of those who are in demand. But, they also add, that recent administrative data of those who seek to employ hi-end labor throws some light on these issues.
The study has used data from the report of the government titled ‘Job positions filled by migrants’. This report has been brought out by the Russia Federal Employment Service. From an analysis of this report, and other studies, data, etc. the expert-authors have drawn a number of conclusions. But these conclusions are by no means straightforward. Thus, mangers are in high demand, but, IT skilled workers were in low demand in the rest of Russia but there was some significant demand for them in Moscow city. Other conclusions too are similar and only a few of the conclusions are clear-cut, direct and straightforward.
