After a backlash over the budget-boosting measure, plans to slug 457 visa holders whose children are attending West Australian public schools have been watered down.
The state government announced, in the 2013/14 budget, the $4000 per year charge to apply next year.
The fee would apply only to first children and from 2015, said Premier Colin Barnett. He said that the fees would be halved to $2000 per year for subsequent children.
Originally, it was anticipated the charge would boost state coffers by $120 million over four years. However, it is now expected to earn less than half of that.
Mr. Barnett disagreed the school fees decision was a back-flip and said the WA government is yet to reveal the criteria for the charges.
He said that he does not think anyone in a 457 family could really say this is harsh and it is fair and reasonable for the larger population who pay the cost for these children to attend school.
Mr. Barnett said the wait in charging the fees is meant for parents who had already lodged a visa application to come to the state or who are already living in WA on a 457 visa would not have to pay unexpected charges.
He said that they are giving ample notice that the fees will apply from the year 2015.
Mr. Barnett also said there would be provisions to take into account hardship and the payments could be made in installments.
