The European Commission along with its president Jean-Claude Juncker has drafted a proposal to reform policies for highly skilled migrants that will most probably attract Indians and other nationals to the EU. This proposal presented to the European Union intends to support its members in bringing in talented individuals from other countries who can contribute to the society and the economy.
According to Dimitris Avramopoulos, EC’s Commissioner for Migration, Home Affairs, and Citizenship, "If we want to manage migration in the long-term, we have to start making those investments now, in the interest of us all. The early and effective integration of third-country nationals is key to making migration a benefit for the economy and cohesion of our society. At the same time, we have to better equip our systems to deal with labor market and skills shortages in the future. The revised EU Blue Card scheme will make it easier and more attractive for highly skilled third-country nationals to come and work in the EU and strengthen our economic growth."
The EU has not presented itself as a single labor market to the third countries with regard to immigration for work, which is the crux of the commission’s proposal. If this action plan is executed, then EU Blue Card Scheme will be revised.
These changes are extended even for international students from India and other third countries. "It will become easier to stay after completing studies. The recent students and researchers directive gives at least 9 months to look for a job while the blue card will have a lower salary threshold for young people," stated Jonathan Chaloff. He is a policy analyst for OECD international migration division who author this report.
