Tighter security measures will drastically improve Canada's ability to keep "bad apples" out of the country, Immigration Minister Jason Kenney said.
The system is under scrutiny following the shock arrest of terror suspects Chiheb Esseghaier, 30, and Raed Jaser, 35, on allegations they were conspiring to derail a Via passenger train.
On Thursday, the Toronto Star reported Esseghaier met with an al-Qaida operative abroad before being allowed into Canada in 2008 - and was on the radar of Canada's intelligence agencies for that rendezvous.
Kenney said such a meeting shouldn't automatically bar someone from Canada, "but if it leads us to confer that someone may support a terrorist organization, that would clearly be grounds for inadmissibility."
The minister insisted that Canada can still do more to ensure possible terrorists don't slip into the country.
