Ottawa has spoken out upon the government of Quebec plan to put restrictions on Canadian PR in the province of French-speaking.
The government of Coalition Avenir Québec current week submitted Bill 9, setting out many immigration modifications, including removing 18,000 pending skilled worker appeals, affecting 50,000 possible latest permanent residents.
As part of the Bill 9 modifications, the CAQ also needs to put in place requirements for current permanent residents to learn French and adopt values of democracy and the Quebec values shown by the Human Rights and Freedoms Charter.
In a statement, Dominic LeBlanc, Minister of Intergovernmental Affairs pointed out that immigration powers of the Quebec are clearly described in the Accord of Canada-Quebec.
Leblanc said: However, we do not recommend the limited permanent residency reintroduction.
The tabling of Bill 9 appears as the CAQ is driving ahead with a campaign commitment to drop Quebec immigration in 2019, from a goal of 50,000 to 40,000.

Meanwhile, the Canadian government is focusing on enhancing national immigration to 350,000 immigrants per year by the year 2021, as per the levels plan announced in Oct 2018.
The Government plan is to utilize immigration as one method of tackling Canada’s shortening labor market, with Quebec province at the lead of rising job vacancies.
Leblanc states that with higher than 100,000 positions available in the province of French-speaking, it is necessary that our governments remain to work collectively to assure that the system of immigration works for Canadians and Quebecers.
The CAQ states it requires to lessen immigration momentarily so that the integrating process current immigrants can be developed. Bill 9 will put a permanent close to plenty of applications.
