Proposed Revised Federal Skilled Worker Program

Citizenship and Immigration Canada (CIC) announced major changes that will amount to an overhaul of the system currently governing economic-based immigration to Canada. In a statement released today, CIC outlined planned changes to the Federal Skilled Worker and Canadian Experience Class programs, as well as the creation of a new immigration program called the Federal Skilled Trades Class.

The Federal Skilled Worker Program will undergo changes in the following areas:

  • Language Proficiency
  • Age
  • Foreign Work Experience
  • Foreign Credentials Assessment
  • Offers of Employment
  • Adaptability

The changes proposed in FSWP are:

  • Language will be considered as an important factor for selection. New thresholds for official language will be introduced. Points will be increased for language skills.
  • Youth will be given a priority over others. Young migrants will learn more from the enriched Canadian experience. They are also expected to stay longer in work than their older counterparts.
  • People with Canadian work experience will get more points. Foreign work experience will be considered, but they will be awarded lesser points than their Canadian counterparts.
  • Arranged employment process to be organized in a simple way to forbid fraud and visa abuses. The new process will allow companies to employ and move the staff fast in an efficient manner.
  • Point system will also allow more points for your spouse’s language ability and Canadian work experience.

The Canadian Experience Class will undergo changes in the areas of Work Experience and Language Proficiency.

The creation of the Federal Skilled Trades Class will target skilled trades persons who had difficulty successfully applying for immigration through the Federal Skilled Worker program.

All planned changes are expected to take effect on January 1st, 2013. The revised Federal Skilled Worker Program has also proposed a new Educational Credential Assessment. This will be mandatory for applicants, and they need to get their education abroad assessed by designated organizations. Citizenship and Immigration Canada (CIC) will award points by comparing the foreign education credentials with the Canadian educational standards.  All these assessments do not assure the applicant of a job or to acquire practice license for a regulated occupation.
