The Quebec government announced this year’s professions list for the simplified processing of Labour Market Impact Assessment (LMIA) applications on 24 February 2020.
Quebec’s Immigration Ministry provides a yearly updated list of professions for which companies do not require to advertise an open place prior to hiring an international worker.
Last year, Quebec province had launched regional professions lists that are qualified for simplified processing. This year, the government of Quebec has reverted to a provincial professions list that takes into account labor requirements in all Quebec regions.
Although plenty of the professions that were on last year’s list are also in the new list, 116 new professions have been added and 9 professions have been removed. The newly added professions include HR managers and investment managers, dentists, architects, and bakers, among others.
Quebec’s Occupations List for the simplified LMIA is set by Emploi-Québec in collaboration with the Immigration Ministry and is based on the Canadian 2016 National Occupational Classification (N.O.C) system.
Prior to they can appeal for a Labor Market Impact Assessment (L.M.I.A), Canadian companies who hire temporary immigrant workers need to show that they have announced an open position in a variety of ways and provide evidence of their recruitment exercises.
These exercises may consist of advertising the job for a minimum of 28 days, interviewing qualified candidates and showing to the Canadian Government that no Canadian citizen or Canadian permanent resident is ready, willing and can be hired for the job, which would necessitate the hiring of an immigrant worker.
However, Quebec companies who recruit for specific positions are not needed to present advertising proof or recruitment exercises. This simplified application process is identified as a “facilitated” LMIA.
The most recent updated facilitated professions list was made public on 24 February 2020, and the new list came into force immediately. A transitional time of 30 days is given to the company, or their representative, to enable for the review of an application presented as per the previous year’s list.
