The minister for Citizenship and Immigration Canada, Chris Alexander, has said that under the new Express Entry system overseas skilled employees who hold a permanent employment offer from a Canadian employer or get nominated by province or territory will be selected first.
Under the new Express Entry system skilled immigrants who have been working in Canada or transferred to Canadian branch might be sideswiped by rules.
According to the new rules and regulations, the employers - who would like to offer permanent jobs to temporary skilled foreign employees, who are already employing in Canada, must not only ask the employees to apply for permanent residency under express entry, but also demonstrate that they made every effort to recruit Canadians initially.
A number of employers are presently permitted to recruit overseas individuals on the temporary basis under several global mobility programs without a need of labor market impact assessment (LMIA).
Under the latest Canada immigration system, skilled immigrants who hold a permanent job offer sponsored by a positive LMIA will be initially picked and invited to apply for permanent residency.
The Canadian government also agreed that commencing 1 January 2015—the launch of express entry, will drop the 50 eligible occupations list, which it was utilizing to hire high-skilled immigrants. As an alternative, the Canadian government enables employers to select what jobs they need to fill the vacancies.
The Department of Citizenship and Immigration, spokesperson, said that the list was abandoned to better arrange the programs to meet the labor market needs.
The amendments in the Canada’s immigration system enable federal government to be quicker and also give provinces and employers to play a major role in Canada immigration by making it more flexible and faster.
According to the latest statistics published on the website of Citizenship and Immigration Canada, as of on 11 December 2014, a total of 9,939 completed applications are received by the government under the federal skilled worker program. Out of which 5,000 applications are received under the occupations such as Financial and investment analysts, Software engineers and designers, Information systems analysts and consultants, Computer programmers and interactive media developers, and Registered nurses and registered psychiatric nurses.
