Bipartisan Group of two lawmakers introduced legislation in the House of Representatives, which if is approved and passed by the Congress it will prevent Indian companies from hiring IT professionals on H-1B and L-1 work Visas.
It will be harsh blow on big IT companies where the major revenue is generated due to the H-1B and L-1 visas in US. H-1B and L-1B Visa reform Act of 2016 is introduced by the Democratic Congressman, Bill Pascrell from New Jersey and Republican, Dana Rohrabacher from California. According to the bill there will be a prohibition in hiring employees based on H-1B visa holders.
Before the US President Barack Obama signs the Bill it will be passed by the Senate. The bill comes from those states where the concentration of Indian Americans is more. Congressman Pascrell said, “America is producing many skilled, high-tech professionals with advanced degrees and no jobs. By in-sourcing and exploiting foreign workers, some businesses are abusing the visa programs and undercutting our workforce to reap the rewards. He added in a statement, “Without the critical reforms our bill proposes, American workers will continue to be unfairly displaced and visa workers will continue to be mistreated – both of which are unacceptable."
It was noted that the outsourcing foreign companies are the top users of H-1B and L-1B visa programs. There was a rise of concern in a report of 2011 addressing the same issue. Similar version of bill was introduced even in 2010 but there wasn’t enough support from the Congress thus the bill wasn’t passed.
Lawmakers have assured that this bill will close all the loopholes in H-1B visa and L-1 visa programs. It will also reduce the fraud and abuse, protection for American workers and visa holders, more transparency in recruitment process of foreign workers and implication of penalty on those who violate any law of the Act.
