Canada - Ontario Aims To Double Its PR Nominations Allocation By 2022

Ontario immigration has requested the Canadian federal government to double the allotment of provincial nominations for PR that Ontario receives every year.

Canada’s most populated province requires the Ontario Immigrant Nominee Program’s allotment to touch 13,300 by 2022, which is up from 7,000 places in this year, in reply to a skilled labor shortage.

The request has been addressed by letter, from Vic Fedeli, Minister of Ontario Economic Development to Marco Mendicino, Canada’s current immigration Minister.

It comes later the province got a nomination allocation increase of simply 50 places in 2019, despite a demand for an increase of 1,000 places. A supplementary 700 nominations awarded in the last week brought its 2019 allotment to 7,350.

The PNP works by provinces choosing candidates for Canada PR to the government of Canada. Ottawa fixes allotment limits for every province yearly. The most current plan of immigration levels, published in October 2018, projects an increase of higher than 10,000 positions for PNP newcomers by 2021.

The aim for 2019 is 61,000 newcomers, increasing to 71,300 by 2021. It is unknown how these increased places will be distributed among the provinces.

Nomination Allocation Falling Short of Labor Requirements

The Ontario PNP announced that its nomination allocation over the previous several years has dropped short of actual labor requirements in the province.

Employers remain to show their frustration that the restricted nominations number has obstructed their efforts to recruit international talent, which eventually impacts the development and sustainability of their business, the statement indicates.

The O.I.N.P stated that the letter posted to Mendicino proposes the comprehensive development of a multi-year planning process intending to double the Ontario PNP’s allotment to 13,300 by 2022.

The Ontario PNP did not comment on how the supplementary Ontario PNP nominations would be divided among the 9 existing streams of immigration or what percentage would be given to the 3 pathways associated with the Express Entry system.

One of these immigration streams, the Human Capital Priorities Stream, has been utilized in 2019 to address targeted labor requirements in the Ontario province’s IT sector.

The Ontario PNP also didn't say how an increased nomination allocation would help the proposed Ontario's Regional Immigration Pilot, which could begin in early 2020 and will concentrate on bringing immigrants to the province's smaller communities.
