The recent statistics confirm that the population growth rate in Quebec was increasing, sustained by strong immigration figures.
The population of the province was 8.4 million in 2016, showing an increase of 68,500 in one year, based on the reports of the Institute de la Statistique du Quebec.
The growth rate is 0.82 percent, an increase from 0.6 percent seen in 2015. An analysis suggests that the growth showed a continuous increase in 2017 also.
The present figures are lower than 1.1 percent seen in 2009; the increase in growth rate symbolizes positivity.
The province received 53,250 immigrants in 2016, compared to 49,000 in 2015, as per the Institute de la Statistique du Quebec Canada figures.
The province suffers from a loss to inter-provincial migration, though the statistics put forward the fact that the numbers are reducing.
Quebec had 86,400 births in 2016, less than the estimate made for 2015. The birth-rate was 1.59 babies per woman, which was 1.73 in 2009. Quebec had 63,600 deaths in 2016, which was 800 lesser than in 2015.
Under all programs in 2018, Quebec plans to welcome between 49,000 and 53,000 new Prs.
The numbers are similar to the 2017 Quebec immigration targets. The figures show a growth in the number of economic immigrants which is offset by a decline in family reunification and refugee based numbers.

Quebec Selection Certificate Plan
In the immigration plan, the province gives the figures of selection certificates expected to be issued in 2018.
Selection certificate figures are expected to decrease in the Skilled Worker category, to 29,000. This compares to 33,000 projected certificates to be issued in 2017 and the number actually issued were 39,986 in 2017.
On the whole, Quebec plans to issue 43,000 certificates during 2018, compared to 46,700 (2017) and 56,083 (2016).
Merely issuing an invitation certificate gives no guarantee to the candidate that he/she will arrive in Quebec during the same year because the application process is likely to take months after the certificate is issued. Decreased certificates reflect an applications backlog, which means that the candidates possessing the certificates will reach the country in 2018.

The government in Quebec has an exclusive jurisdiction to run its comprehensive immigration programs after many agreements were signed in 1981. It has a large allocation of immigrants, amongst the 10 provinces and 3 territories and accounts for 17 percent of planned total annual immigration level for 2018 in Canada.
