Till 2016 Canada’s technology industry faced a struggle in hiring top skilled workers in the start-up business sector. After this development the Global Talent Stream was launched.
The businesses would identify global skilled workers, and also start the paperwork, but there was a delay in processing. As a result the in-demand talent would go elsewhere. The business community made a plea the government act in this matter.
In 2017, the Global Talent Stream was launched, and work permits for many in-demand technology positions are processed within two weeks.
There are many renowned universities in Canada which offer highly marketable degrees in technological programs. The top graduates were attracted by the Silicon Valley and worked for technology giants of USA. After the policy of onslaught on immigration and renegotiation of NAFTA, by President Trump there is a visible change.
Presently, there is a shortage and the labor market gap is huge as thousands of jobs are forecasted in the next 2-3 years. Canada has a plan to plug this gap by using immigration policies for skilled workers.
Moreover, in the past the technology talent arrived using the general streams like other skilled workers. Additionally the Labor Market Impact Assessment process was cumbersome. Processing took more than a year.
With the launching of the Global Talent Stream in June 2017 the government policy made a commitment to process applications inside Canada within two weeks for several in-demand positions. Additionally the approach had a focus on clients. GTS Operates as a part of the Temporary Foreign Worker Program, and has two streams:

While Canada launched this Global Talent Stream, USA was practicing a crackdown on immigration. Though there were no formal changes to the H-1B visa meant for skilled workers, the US officials made obtaining this visa more difficult.
There are problems of Paperwork requirement and the processing time is lengthy. The officials are creating some hurdles and delaying the process to issue visas.
All skilled worker professionals can consider Canada as an option.
Businesses have made a plea to extend the GTS beyond the present two-year pilot, which will expire in June 2019. 2000 workers were approved by Canada since launching of the program in Q3 2017. These professionals can make a quick transition to permanent residence after their arrival.
