Further before introducing the Global Skills Strategy, the government consulted several Canadian technology CEOs regarding making this program a success. It addresses the talent shortage and has worked successfully. He urged the government to cooperate in the next phase of the strategy, and work with innovators. This pilot must become a permanent program in the future.
Simpson says that after hiring three foreign workers by using the GTS, he was successful in hiring 100 Canadians to manage other positions. This is a proof that the overseas workers help in creating jobs for the local people. Furthermore they do not take jobs away from Canadians.
Features of categories
This Stream has a standard processing time of 10 working days. Moreover, it gives a quick responsive and focused service to all employers. They get a referral or can hire for a position that is included in the List of Global Talent Occupations.
The GTS Category A helps the employers by naming the persons, who are referred by a designated organization,
Its Category B helps the employers, who seek hiring skilled workers from the fresh List of Global Talent Occupations,

Labour Market Benefits Plan
The Labour Market Benefits Plan is a major requirement of GTS,
It is designed with ESDC, and must clearly reveal that taking the services of an overseas worker will benefit the company. The factors are in creating jobs or transferring skills to local persons. The ESDC will keep a track of the progress of the company’s.
Additionally, the LMBP has two sets of benefits - mandatory and complementary
In Category A, the mandatory benefit is creation of enough jobs, in a directly/indirect manner, for local persons and permanent residents.
In Category B, the mandatory benefit is an increase in skill set and training for local persons and permanent residents.
The LMBP must also offer two complementary benefits, like Job creation, Sound Investment in training and skills, Transfer of knowledge, Better company performance and

Global Talent Stream: General Requirements
The Business must be Legitimate
All Employers must also offer a proof that their business activity needs a temporary worker. The business should offer goods or service concerning the Job offers in canada
The documents Allowed are a business license, incorporation forms, relevant tax documents and attested documents.
Recruitment
All Employers must actively seek hiring the local persons and permanent residents before searching overseas for any workers.
Wages payable
Wages must be equivalent to the existing amount that is paid to local persons and permanent residents for a similar position.
Job Duties and Working Conditions
Workers who are hired under this program must perform only those tasks for which they are hired. Overseas workers must be covered under the similar laws used for local persons and permanent residents. There must be no Exploitation of such worker. The laws of Province/territorial cover Hours of work, overtime, all types of Compensation, Working conditions, employment Termination and finally the Workplace Safety. Moreover, they need to be covered workplace safety insurance as required legally.
Language Restriction
Furthermore, if any other language apart from English or French is essential, it must be justified.
Directives to Unions
In all the union positions the overseas worker also must get the same treatment like a local person and a permanent resident. This is concerning all issues like wages, terms and conditions.
Employer Compliance
Employers necessarily have to comply with the general requirements of the TFWP.

From Sep 11, 2017, all Quebec employers can also take advantage of the GTS.
